In Qingdao, Shandong province, major economic indicators rose against trend in the first half of this year, and the number of projects under construction increased by 40% compared to the same period last year. At the just-concluded China Entrepreneurs Forum, Wang Qingxian’s team discussed cooperation with Huawei and a number of other well-known high-tech enterprises. In the first half of this year, despite the impact of the COVID-19, Qingdao has stepped up efforts to attract investment, with 660.8 billion yuan of agreements reached online, a year-on-year growth of 4%, and 162,000 newly registered market entities, an increase of 4.7%. Behind the counter-trend growth is a series of measures adopted by Qingdao in stabilizing investment and protecting market players.

Wang Qingxian (Party Secretary of Qingdao): We have identified 13 industrial chains and each chain was placed under the responsibility of a municipal leader. These leaders, together with directors of competent authorities and leaders of relevant districts, directly met with and got debriefed by entrepreneurs who intended to invest in Qingdao. During these meetings, entrepreneurs made a statement on what kind of support they need and how many districts and competent authorities could provide such support, and discussions and answers were made immediately, saving time and improving efficiency.

Manufacturing, an industrial system which is complete in range, has always been a fundamental advantage of Qingdao. How can the traditional manufacturing industry be revitalized? Qingdao has introduced a package of policies to support the development of the industrial internet, focusing on the development of the industrial internet and artificial intelligence and accelerating the transformation and upgrading of the manufacturing industry.

Wang Qingxian (Party Secretary of Qingdao): This year, we proposed to build the International Capital of the Industrial Internet. This is important for Qingdao and even the directions of future industrial development. In carrying out technological transformation, empowered by Haier’s Industrial Internet, the average cost has been reduced by 20% and the profit margin has been increased by 20%. The wave of artificial intelligence and industrial internet will surely play an important role not only in the growth of enterprises, but also in global industrial competition in the future.

Qingdao has adopted the path of promoting innovation through opening-up and pushing reform through innovation. From January to July, imports and exports have totaled 341.81 billion yuan in Qingdao. By virtue of opportunities of building the SCO demonstration zone, the pilot free trade zone and the BRI international cooperation platform, Qingdao is trying to build an “International Living Room” in Shandong which will be connected with the whole country and even the whole world, and will offer a platform featuring functions of displaying, promotion, road show, contact and trade for both domestic and international enterprises who want to go global and local governments at all levels.

Wang Qingxian (Party Secretary of Qingdao): Qingdao should serve the development of Shandong and China. By building an “International Living Room”, the city could attract more high-quality international resources to come to China and forge a general landscape of development through opening-up. The city will closely follow the instructions of General Secretary Xi Jinping, build itself into a new platform of BRI cooperation and facilitate open development.
